Insecurity in the Air: A Modest Beginning for the Scourge of Skyjacking

By 1961 US newspapers had started to use the term “skyjack” as interchangeable with “hijack” (in reference to the unlawful seizure of an aeroplane), but as the Stockton Record (Calif.) noted, the word “hijack” colorfully persists

Skyjacking, the hijacking of aircraft as a tactic toward the attainment of a particular aim or objective of the perpetrator, descended on the world like a plague from the late 1960s onwards. In just three years from 1968 to 1971 there were nearly 200 aerial hijackings globally and the numbers grew exponentially over the decade (‘Hijacking’, Britannica, www.britannica.com). Many of these hijack attempts were politically motivated, often by terrorist groups–Popular Front for the Liberation of Palestine, Japanese Red Army Faction, Republic of New Africa, Black Liberation Army, Kashmir separatists, Croatian nationalists, etc—but a steady minority involved “lone wolf” attacks on airlines. Where the perpetrators targeted commercial flights it was generally standard practice for exorbitant ransoms to be demanded for the passengers taken hostage by the armed hijackers. A pattern of skyjack attempts in the 1970s, confined primarily to the US, saw ongoing instances of terrorists seizing control of commercial aircraft and demanding the flights be re-routed to Cuba1⃞  (see Endnote).

When did the first hijack attempt on an aeroplane take place? ☄︎ ☄︎ ☄︎ ☄︎ The earliest instance occurred in 1919, when aviation was still very much in its infancy. The ur-hijacker was one Baron Franz von Felső-Szilvás, a Hungarian aristocrat (and self-taught pioneering palaeontologist) who was desperate to escape the nascent Hungarian Soviet Republic. Trapped in Budapest, bereft of a passport, the baron commandeered a light plane at gunpoint and forced the pilot to fly him to Vienna where he sought refuge from the short-lived communist Magyar regime2⃞ .

It was not until 1931 however that the first recorded attempted hijacking of a commercial civilian airliner took place. It happened in Peru whilst the country was in the grip of revolutionary upheaval. American pilot Byron Rickard on his mail run flight for Pan-Am found his plane surrounded by Peruvian guerrillas upon landing in Arequipa. The guerrillas took Rickard prisoner and demanded the plane be flown to Lima to drop anti-presidential propaganda leaflets. Rickard refused to comply and the armed rebels were thwarted in their attempt at air piracy3⃞ .

“D.B. Cooper” – a shift in the methodology of “lone wolf” skyjacking 1971 brought by far the most outrageous hijack attempt by an individual. A passenger (known only by the alias “D.B. Cooper”) on an Oregon intra-state flight from Portland to Seattle informed cabin staff that he was carrying a bomb in his briefcase and demanded a sum of $200,000 and four parachutes upon arrival in Seattle. When his demands were met “Cooper” allowed the passengers to exit the 727 jet, and then he instructed the pilot to fly him to Mexico. At some point in the flight thereafter “Cooper” absconded with the loot…presumably he bailed out although no one knows where he ended up, disappearing without trace, with all FBI efforts to find him ultimately fruitless. The audacious feat won the solo hijacker a kind of instant folk-hero cache in the US, and more significantly prompted a spate of copycat, would-be skyjackers who tried to replicate Cooper’s success but failed (‘A Brief History of Airplane Hijackings, From the Cold War to D.B. Endnote: Hollywood embraces the sub-genre The skyjacking phenomena of the Seventies provided cinema and television with a rich vein of subject material. A seemingly endless stream of movies have gone the aircraft hijack scenario route for their plot action – just a sample of the better known titles include Skyjacked, Airport ‘77, The Delta Force, Air Force One, Passenger 57, United 93, Mogadishu and The Hijacking of Flight 3754⃞. The “Take me to Cuba” trope was a recurring motif on ‘70s TV comedy sketches from the likes of Monty Python et al, with predictable jocular takes on the hijacking “craze”.

Rusted-on aficionados of the unerringly “on the ball” 1980s BBC political satire Yes Minister will no doubt have total recall of the classic episode where Sir Humphrey Appleby defends the existence of a brand spanking new, impeccably clean and spotless hospital which remains resolutely and defiantly free of patients. Well, Sri Lanka has it’s own non-fictional version of this writ large with the Mattala Airport.

This real life ”Yes Ministeresque moment has been acted out in Hambantota on Sri Lanka’s southeastern tip. Over a decade ago the government decided to build a no-expenses-spared showcase city with state-of-the-art facilities. The commercial venture was nothing if not ambitious…the focal point being a new international ‘greenfield’ airport, Mattala Rajapaksa International Airport (මත්තල රාජපක්ෂ ජාත්‍යන්තර ගුවන්තොටුපළ), pride of place in “a multi-billion dollar city in the middle of the jungle”. The plan included a swish, diversified facility deep sea port, an industrial zone and a test-standard cricket stadium [‘Sri Lanka’s Debt Crisis Is So Bad The Government Doesn’t Know How Much Money It Owes’, Wade Shepard, Forbes, 30-Sep-2016, www.forbes.com;]. ‘The Story Behind the World’s Emptiest International Airport’, Wade Shepard, Forbes, 28-May-2016, www.forbes.com].

Rajapaksa, eponymity in overdrive 
What made Hambantota, a small, backwater fishing town (population even now no more than about 56,000) four-and-a-half hours drive from the capital Colombo a candidate for such a major economic development? It owed its meteoric elevation in part to a genuine need for (overdue) reconstruction after the destruction wreaked by a 2004 tsunami, but another significant factor is that Hambantota is the home region of Sri Lankan strongman and former president, Mahinda Rajapaksa (Mahinda’s younger brother Gotabaya is currently the country’s president). Hambantota bore all the hallmarks of a massive vanity project – in an initiative that would have satisfied Alexander the Great’s lust for eponymous self-glorification, the airport, the sea port, the cricket ground, everything was slated to be named after the senior Rajapaksa!

The showcase airport in Hambantota (opened in 2013), so far, has been an unmitigated dud! International carriers after sampling the route have given the destination a wide birth (FlyDubai was the last to bail out in 2018), with the airport’s sole remaining activity resting on the wings of the island-state‘s national carrier (Sri Lankan Airlines — SLA). The reality for Mattala Rajapaksa Airport (HRI) is a starkly sober one…its core activity reduced to the farcical situation of just one solitary flight a week with a loss of $US18 million a year (Shepard, ’World’s Emptiest International Airport‘). Industry assessments of HRI as ‘uneconomical’ are commonplace, even insiders have joined the chorus…a former CEO of SLA described the airport as “at best a white elephant with a very small catchment area” [‘Sri Lanka suspends joint venture at the worlds emptiest airport’, CAPA, 24-Jul-2020, www.centreforaviation.com]. Integral to the fiasco has been the authorities’ failure to establish the basic building blocks necessary for international airport success – a sizeable local population; an intrinsic reason for tourists to come(𝒶); and a decent amount of commercial infrastructure to support it (‘Story Behind the World’s Emptiest International Airport’).

International deep-water port blues ළ ළ ළ The construction of Hambantota’s new deep sea international port—in its a short history following much the same “snowy-coloured pachyderm” trajectory as the Rajapaksa airport—drew a similar level of flak from critics…one described the costly project as a “42 million dollar rock”. Opened in 2010, Rajapaksa’s plan had been “to turn his own sleepy little constituency into a new global shipping hub”. Despite reporting a 2016 operating profit of US$1.81 m, the port has underperformed and its long-term economically viability has big question marks over it. Some Sri Lankans questioned the need for a new port when Colombo’s port already serviced needs adequately well (‘Sri Lanka’s Debt Crisis’). And the signs have not been promising, international shipping companies by and large have spurned the port’s facilities.  Government hopes that the new port would develop into an all-purpose hub, attracting the lucrative oil trade business skirting the Indian Ocean rim route and perhaps even rival Singapore in the region, seem to have been consigned to the realm of pipe-dreams. More immediately worrying for Sri Lanka is that it’s incapacity to repay the high-interest Chinese loans forced it into doing a “debt-for-equity swap” leaving the PRC in virtual control of the port [‘Why India is buying the world’s emptiest airport’, David Brewster, The Interpreter, 14-Jul-2018, www.lowyinstitute.org]. 

Chinese motives in the region 
The speculation among China-watchers is that Beijing has eyed off the new port as a potential naval base for it in the Indian Ocean region. Co-existing with this conjecture and part of Beijing‘s Belt and Road Initiative is that the view that China wants to build a SEZ(𝒷) around Hambantota. Both of these 
relate to the “String of Pearls” theory hypothesised by the US that China’s intention is to establish a network of military and commercial posts across the breadth of the Indian Ocean littoral – and extending to connect with the Chinese mainland, the construction of ”various land and maritime trade routes as part of China’s larger military ambition” (this has also been described as China’s “21st Century Maritime Silk Road”)(𝒸) [‘Here is All You Should Know About ‘String Of Pearls’, China’s Policy to Encircle India’, Maninder Dabas, India Times, Upd 23-Jun-2017, www.indiatimes.com. To this end Beijing already has established naval ports in Pakistan, Bangladesh, Myanmar and Malaysia, in addition to Sri Lanka. India recognises such a development as an inherent threat to its security and interests. One scenario postulates that a free trade agreement between China and Sri Lanka with the established foothold in Hambantota could provide a Chinese back door into Indian markets [‘China trick: Unviable port turns strategic asset’, Colonel R Hariharan, The Times of India, 17-Dec-2017, www.timesofindia.com)].

New Delhi took a proactive approach to what it sees as China’s encroachment on its turf by negotiating a joint venture with Colombo concerning the HRI airport, putting up US$300 million to buy out Sri Lanka’s huge debt to China (Brewer). In return India would secure a 40-year lease over the airport. New Delhi’s motives for such a venture were less commercial (eg, a new, handy destination for Indian tourists) than they were geo-strategic, a move to stymie the Chinese incursion in its backyard and growing influence in the region…it would also, it was mooted, ”give India considerable control over how the port is used” (Brewer). Everything looked set to go ahead when the (Gotabaya) Rajapaksa government in 2020 suddenly stepped back from the joint venture with India, indicating instead that private enterprise within Sri Lanka would be offered the chance to invest in the HRI project [‘Sri Lanka, not India, will develop Mattala airport: Gotabaya Rajapaksa‘, Meera Srinivasan, The Hindu, 19-Dec-2019, www.thehindu.com].

Covid-19 and the loss of tourism revenue has devastated the Sri Lankan economy leaving the country staring at the abyss, but years of bad economic policies by successive governments have led to the present dilemma. A succession of costly government infrastructure projects, as typified by Rajapaksa’s Hambantota project financed by massive domestic and external borrowing, contributed to the national economy’s decline. The upshot? A total debt blow-out between 2009 and 2014 for Sri Lanka, domestic debt tripled while foreign debt doubled…the largest external creditor has been China, which was all too-ready to step in with the money after allegations of Civil War crimes against the Rajapaksa government soured relations with Western regimes(𝒹) [‘There is no money left’: Covid crisis leaves Sri Lanka on brink of bankruptcy’, Minoli Sousa & Hannah Pietersen, The Guardian, 02-Jan-2022, www.theguardian.com].

End-noteWhile Hambantota Port’s backers talk up its prospects (port “fully functional within 12 months”), the deal handing China a 99-year lease on the port in return for the funds needed to pay back loans and investors, has raised concerns that the Rajapaksa government has ensnared Sri Lanka in an ever-spiralling debt trap [‘Sri Lanka’s Hambantota Port to be fully functional by 2022’, The New Indian Express,  12-Jul-2021, www.newindianexpress.com].

PostScript: Defacto colony? Paikiasothy Saravanamuttu from the Colombo-based Centre for Policy Alternatives in April 2022 observed that “China is now part of the political architecture of Sri Lanka”.

A Female Helicopter Trailblazer, the “Whirly Girls” and the Struggle for a Place in the Cockpit: Women in the ‘Contrails’ of Modern Aviation

When the first men managed through repeated trial-and-error to get manned “flying machines” off the ground, the first women pioneers weren’t that far behind them in getting into the skies. The first woman got her flying licence (Elise Deroche in France) less than nine years after the Wright brothers made their epic 59-second ‘hop’ – see the 2017 brace of articles elsewhere on this blogsite, Equality at 10,000 Feet: The Pioneer Aviatrix in the Golden Age of Aviation – Part I (May 27, 2017) and Part II (May 31, 2017).

While many women overcame obstacles on the way to a career as an aviatrix, those of their sex wanting to become helicopter pilots have found it even more difficult and onerous. The prospects around 1940 when the world’s first modern rotary-wing copter became fully functional looked bright enough for women. Nazi Germany’s pioneering aviatrix Hanna Reitsch was leading the way. In 1938 Reitsch☸ became the first woman to test fly a helicopter, Focke’s FW-61 helicopter, even going on to set a distance record for helicopter flight of 109km. She followed that up with the record (shared  with another pilot) for being the first in the world to fly a copter in an enclosed space❇ (Sophie Jackson, Hitler’s Heroine, Hanna Reitsch (2014)).

Unfortunately, as the industry has grown since those formative days, female helicopter pilots trying to follow the trajectory of Reitsch’s stellar achievements in the air have found it much harder to penetrate the masculine preserve of the helicopter world. Today women still lag far behind in the gender stakes, in 2019 according to the Civil Aviation Authority women made up only 4.5% of the helicopter pilots in the UK, with just the single female instructor-examiner for the whole country (“International Women’s Day: ‘I’m teaching other women to fly helicopters’”, BBC, 08-Mar-2019, www.bbc.com).

The statistics are hardly more encouraging in the US. The Helicopter Association International puts the number of female pilots at around 5%, the FAA (Federal Aviation Administration) which pointedly has no specific data on women helicopter pilots estimates the figure at a perhaps generous 7.9%. Even more concerning, the percentage of women behind the controls has been stagnant over recent decades✴.

But it’s not from the lack of trying to effect change on the part of women aviators! The barriers to female entry into both the commercial and military fields of helicopters led pilot Jean Ross Howard Phelan (above), the 8th US woman to gain her helicopter accreditation, to form Whirly Girls International in 1955—an association dedicated to the advancement of women in helicopter aviation—with just 12 other charter members🈂. Today the group has 72,000 members from 44 countries.

The minuscule inroads made by women inside the sanctum of the “male cockpit” isn’t confined to rotary-wing aircraft. Women pilots have barely had more success in cracking the fixed-wing aircraft industry, their share of the jobs in the US has hovered somewhere between five and six-and-a-half percent. Despite all the efforts of women’s aviation bodies including the Ninety-Nines (the Whirly Girls’ “older sister” organisation) to make headway in rectifying the imbalance, women today constitute just 7% of the world’s certified pilots for all types of aircraft (‘Female Helicopter Pilots on The Rise’, Claire McCann, Prestige Helicopters, Inc., Upd.11-Nov-2020, www.prestigehelicopters.com).

Women in Aviation International: best strategy, targeting girls at a young age to foster the ‘bug’ for a flying career

The reasons flying has continued to be a male stronghold are many and varied. With so few women pilots—only 13 credentialed to fly helicopters by 1955—young women and girls have been bereft of visible role models and mentors to show the way. At school-level not enough effort have been made to make teenage girls aware of the opportunities there are in a flying career. The preponderance of male pilots perpetuates the “highly masculine image of aviation“, reinforcing the stereotype that the profession is “not a woman’s job” (Why There Aren’t More Female Pilots’, Katherine LaGrave, IMdiversity 08-Mar-2018, www.imdiversity.com). This in part comes back to a prevailing mentality of “Top Gun” chauvinism. Female pilots have commented on aviation still being an “old boys’ club” and the lack of support, bias and intimidation they experienced from men in the industry during their training (‘Chances Are Your Pilot Isn’t a Woman. Here’s Why’, Kimberly Perkins, Seattle Business, (nd), www.seattlebusinessmag.com). The issue of unhelpful male pilots for some women has led to another road block, the paucity of female instructors in the industry.

Once in the industry some women pilots have found themselves facing static career paths, the sheer lack of opportunities to attain seniority has eventually led a number of women in military and commercial aviation to prematurely leave the profession. Another criticism of the aviation industry is that it hasn’t embraced the change in work rules and conditions that other industries have…getting the work/life balance right is an issue of more importance to women who usually have to bear the brunt of child-rearing activities (‘Why are there so few women in aviation?’, Kathryn Creedy, CNN, 20-Nov-2019, www.cnn.com).

Research suggests the prohibitive costs involved can be a barrier for women. Aircraft training in the US can cost up to US$150,000, add to this the soaring price of purchasing an entry-level commercial plane today…the (adjusted) price of buying a new Cessna 172 is four times greater than it was in 1960 (‘Why Are There So Few Female Pilots?, Rebecca Maksel, Air and Space, 06-Feb-2015, www.airspacemag.com).

What makes the persistence of multiple barriers and obstacles blocking women from realising their professional pilot dreams maddeningly vexatious is the dilemma now facing the industry as a whole, a looming worldwide shortage of qualified pilots to take the reins of the big airliners. Some airlines like United in the US recently have flagged the introduction of quotas to increase pilot numbers for women and for minorities, but much more fundamental structural change is required before we see real progress in tackling the gender imbalance.

In Pursuit of Vertical Take-off and Autorotation Landing: From Rotorcraft to Autogyro to Practical Helicopter

We know that manned, powered, heavier-than-air flight in an aircraft began with the Wright brothers in 1903 at Kitty Hawk, North Carolina—unless that is you accept the audacious alternate candidate, Gustave Whitehead’s flight in Connecticut made two years earlier🅰—but when did the first helicopter get off the ground? The primitive archetype seems to be the brainchild of Frenchman Paul Cornu. Cornu, like the brothers Wright, started off as a bicycle maker before veering off into the nascent field of aerodynamic engineering.

Getting the concept off the ground
Near Lisieux in northern France in 1907, Monsieur Cornu became the first person to (ever so briefly) pilot an airborne rotary-wing, vertical-lift aircraft. The rotorcraft (using an unpowered rotor in free autorotation to develop lift) from Cornu’s own design was a twin-rotor job, the blades rotating in opposite directions which neutralised the torque. M. Cornu’s craft levitated about 1.5 metres off the ground, hovering for some 20 seconds. The Cornu ”Ur-copter” wasn’t manoeuvrable at all (requiring manpower to hold it in position from the ground) and therefore wasn’t practical, but it is considered to be a forerunner of the modern helicopter.

De la Cierva and the autogyro
From 1912 on, numerous inventors and engineers were turning their hands to building prototypes of the rotorcraft, but with limited or ephemeral success. Compared to fixed-wing aircrafts, progress with rotorcrafts evolved very slowly, due to intrinsic problems with torque, dissymmetry of lift and control. Sikorsky (below) spent 30 years working on developing helicopters before his breakthrough. Etienne Oehmichen, whose early prototypes included vertically-mounted rotors and a tail rotor, allowing it to fly a distance of one kilometre in 1924! Oehmichen was also the first to carry passengers in his Oehmichen No. 2 helicopter. By the early 1920s Spanish aviator and engineer Juan De la Cierva built the autogyro (sometimes called a “windmill plane” or ‘gyroplane’)… his success advanced the understanding of rotor dynamics. Cierva’s autogiro had air safety in mind, proposing a solution to the craft losing its lift or stalling even at very low speeds. The Spaniard worked out that the autogyro’s rotor function is driven by the speed of the air, cf. the helicopter’s which depends on a motor…in the descent of the autogyro the rotor functioned as a kind of parachute according to Cierva. Ultimately, the helicopter’s superior velocity made it the preferable mode of aerocraft, however Cierva’s principle of the self-turning rotor remained a vital contribution to the later development of functional helicopters. Cierva’s flapping rotor blades has been described as “the single most important discovery in helicopter development” (CV Glines). A countryman of Cornu’s, Louis Bréguet, also experimented with the autogyro in the Thirties, his Bréguet-Dorand “Gyroplane Laboratoire” improving both the craft’s speed to 120km/h and its control capacity.
Another step forward in the evolution of helicopters came from Nazi Germany. Professor Heinrich Focke applied Cierva’s pioneering work on aerodynamics to the task of transitioning from the limitations of the autogyro to the creation of a “pure helicopter”. In 1936 Focke and Gerd Achgelis‘ Focke-Wulf Fw-61 smashed existing helicopter records for range and altitude and demonstrated autorotation descent to landing. This plus a control system much more reliable and robust than earlier rotorcrafts leads many aviation geeks to consider the Fw-61 to be “the world’s first truly functional helicopter”.

What Cornu started, Russian-born American designer Igor Sikorsky brought to commercial fruition. Sikorsky invented the first mass-produced, and in the opinion of many, the first practical helicopter, the VS-300, in Stratford, Connecticut in 1939🅱. In commercial production called the R–4, it would go on to play a significant role in the Second World War. By the war’s end Sikorsky had added the R–5 and the R–6 models, specifically designed for the military and specialising in search-and-rescue missions. Although he didn’t invent the first prototype of the helicopter, Sikorsky is commonly thought of as “the father of helicopters” because “he invented the first successful helicopter upon which further designs were based”.
